From Curse to Cure? Natural Resources in Post-Conflict Liberia

The wealth of natural resources - most notably diamonds and timber - in Liberia and its neighbours helped to finance violent and destructive conflicts in the West Africa region from the 1980s to the early 2000s. Post-conflict Liberia has made significant progress since the end of fighting in 2003: it has a democratically elected government, with Africa’s first female president, and the country is considered to be stable though fragile. As a result of progress, the United Nation’s Security Council lifted UN sanctions on the import of Liberia’s timber in 2006 and on the import of Liberia’s diamonds in 2007 although other sanctions remain in place. The Council has continued to renew the mandate of its “Panel of Experts on Liberia” to monitor its sanctions regime and progress in the natural resource sectors. In December 2009, the Council expanded he mandate of the Panel, asking it to conduct a broader assessment of the contribution of natural resources to peace, security and development in Liberia. The Panel has developed a research framework to undertake this assessment and has been collecting data in Liberia. This talk by the first Liu Institute Visiting Scholar in Residence at Green College will discuss the Government actions to improve natural resource governance, including the passage of legislation designed to promote transparency and accountability in Liberia’s extractive industries, and will identify some of the barriers to progress, including weak institutions, poor infrastructure, the need for capacity-building, and persistent high levels of corruption.
