Canada appears to be absent without any meaningful plan to tackle carbon emissions.

This is unfortunate for several reasons. First, Canada is a large emitter, with the fourth-highest per capita emissions in the world of 15.7 tonnes in 2013, after Australia, and the United States and Saudi Arabia in second place. The nation is also the 11th emitter in absolute terms.

Second, climate change is expected to have significant impacts on Canada's marine and land-based ecosystems.
