In this blog post, Liu Scholar and PhD Candidate in Law Stefan Pauer examines the importance of finding out why "governments almost never use carbon tariffs in practice". He says that before academics and environmental advocates call out policy-makers for not implementing carbon tariffs, they must first consider policy-makers' reservations about this type of measures.
