Charles is a PhD student in the Department of Political Science. He holds a BA from Concordia University, in Montreal, Canada, and an MSc from the London School of Economics and Political Science (LSE), United Kingdom. His research focuses on transnational governance, global environmental politics and international political economy, especially as related to the governance of climate change. 

Before joining UBC, Charles was a researcher at LSE Global Governance. He also worked as the LSE CHOICE Course Director of Government and Politics, was a member of the United Nations High-Level Consultative Expert Group on Climate Change, Energy and Low-Carbon Development, and he is currently a member of Working Group III of the Intergovernmental Panel on Climate Change (IPCC). He is the co-editor of Climate Governance in the Developing World (Polity Press, with David Held and Eva-Maria Nag) and Global Governance at Risk (Polity Press, with David Held), and the co-author of Transnational Climate Change Governance (Cambridge University Press, with Harriet Bulkeley et al.), which was named runner-up for the 2015 Harold and Margaret Sprout Award of the International Studies Association.
